Policy:
The Library supports its mission to inform, enrich and inspire by developing and presenting programs for all ages that:

- Expand the visibility of the Library and its role as a community resource and center
- Offer opportunities for lifelong learning and civic engagement
- Provide enrichment and entertainment
To do so, programs will adhere to the following guidelines:
- Programs are not used for commercial, religious, or partisan purposes or the solicitation of business.
- Library sponsorship of a program does not constitute an endorsement of the content of the program or the views expressed by participants.
- The Library does not knowingly discriminate in its programming; and, program topics, speakers and resources are not excluded from programs because of possible controversy.
- The Library utilizes Library staff expertise, collections, services and facilities in developing and delivering programming, as well as actively partners with other community resources and individuals for on or off site programming.
- The Council Bluffs Public Library will provide outreach programming to groups in the library service area. This includes Council Bluffs, Pottawattamie County and contract towns.
- Outreach programming will be provided for both profit and non-profit community agencies or groups. Included are schools, churches, service clubs, scouts, daycares etc. NOT included are individual playgroups, etc.
- Outreach programming will be conducted only in a community area such as churches, schools, parks, etc. Outreach programming will not be provided in private homes, even if numerous attendees are present.
- All Library programs are open to the public and are free, although priority may be given to library card holders for programs that require registration.
- Adults, who are not accompanied by children/teens, may not attend Youth/Teen sponsored programs, including those in the Meeting Room, without the express permission of the Youth or Teen Services Managers.
- Youth, Teen and Adult programs may be age restricted. Special needs adults, teens or children may not attend programs which are intended for a younger audience. Prior requested accommodations will be made for any special needs individual who wishes to attend an age appropriate program. Special needs individuals must be accompanied by a caregiver if one-on-one attention is required.
- The Library reserves the right to deny attendance to anyone becoming disruptive to audience members or the program facilitator, and to anyone in violation of the Library’s Behavior Policy.
- Program participants should expect that photographs/video will be taken at events and used on the Library’s social internet sites and/or website.
